Default Resource Manager cannot create Windows accounts in MSP

In the environment, all user accounts must be created thru MS Project.
Resource Managers have been assigned the default resource manager
permission, they cannot create Windows accounts only project server
accounts. Assigning default Administrator permission is not an option, is
there another option?

They need to have permission to read active directory. Talk to your network
