Default settings for Word and Excel

Windows Server 2003 (Terminal Server)
In an Active Directory mutiple domains

I need to setup Word and Excel so the Macros are Enabled and the Security
for macros is set to Medium for all the users as they log on.
What is the best way to accomplish this?
