I use Office 97 and wonder how to set the alignment to justified as a default
setting.

I doubt that you really want to do that (see
http://word.mvps.org/FAQs/Customization/CustomizeNormalTemplate.htm), but
you would do it as follows:

1. If you're talking about vertical alignment, change it on the Layout tab
of Page Setup in a new blank document (without changing anything else), then
click the Default... button and answer yes.

2. If you're talking about paragraph alignment, modify the Normal style in a
new blank document (see
http://www.shaunakelly.com/word/styles/ModifyAStyle.html) and check the "Add
to template" box.

Although you *can* do it by the steps described in
http://word.mvps.org/FAQs/Customization/CustomizeNormalTemplate.htm,
it's a really bad idea. It would mean that all sorts of documents --
including labels, mail merges, and what-have-you -- would also default
to justified text.

A better idea is to set up a different template for each general type
of document, making some justified and others not. See
http://word.mvps.org/FAQs/Customization/CreateATemplatePart1.htm for
general ideas and
http://word.mvps.org/FAQs/Customization/CreateATemplatePart2.htm for
specifics.
