How do I setup Frontpage to open a Web from a location other than the
default when I choose "File" > "Open" from the "File" menu?

You can't since it uses a common MSO dialog
You can set it to reopen the last web opened

Stefan is, of course, correct for "Open Web". If you want to change the
default folder for File > OPEN - which is to open a file, not a web you can
do this by editing the registry:
