Define a "goal" line.

How can I create a horizontal line on a chart?

I can create a line and place it anywhere, but I need this line to represent
a goal (like 3 days). Therefore, if the y-axis re-scales to adjust for new
data values, the line needs to move to keep the same value (= 3 days).

I could create a new data series, but I don't want it to show on the legend.
I just want a horizontal line at the value 3.
