Define start/end date and work hours

Hi NG!

Is it possible using Project Pro 2003 to define a task by a fixed start and
end date and by fixed working hours? I want to define a start by ie 3/1/2006
and end by 8/31/2006 and 150 hrs work. No matter when these 150 hrs will be.
