Delay in sending

Hello,
I wanted to know please if you could tell me why Outlook
always leaves the mail in the outbox after I email from a
link on the net. i.e Say there is an email contact on a
web page and I go ahead and email them. Outlook starts
fine and seems to send the message but when I return to
the actual Outlook program the message is still sitting
in my outbox?
