Delay Option of sending email is Outlook 2003

How can a delay of Email be executed for hours or maybe days without having Outlook 2003 runing in the back ground.

Running Exchange 5.5 (SP4).

Unable to find this option in 2003, however other versions had this option available. Am I missing something?
