Delayed Task Bars and Working Days that are coming up as Non-Worki

I have resources whose working hours are the project default of
Monday-Friday, 9am-5pm. However, the program is taking Sat, Sun, AND Mon as
non-working days. When I click on the resources individually and look under
the "Working Time" tab, all these resources indicate that Monday is set as a
working day.

I have one resource who has the default times of Monday-Friday, 9am-5pm, but
I also scheduled "non-default working hours" under the "Working Time" tab so
that this resource works 9am-5pm, seven days a week. However, the program
does not count Sunday as a working day.

Additionally, no matter what day a task starts on, the task bar appears to
begin one day late (i.e. Monday-Friday task bars appear to begin Tuesday and
end Friday). This is for all days and resources.

I'm hoping these two problems are connected and can be fixed with one
setting. These problems are program-wide, as I've started from scratch
mulitple times. I assume it's something wrong with a Global Setting? Help
please!
