Delaying Delivery for sending email

Hello Community,
I'm confused. Using Outlook 2003, I sent an email that wasn't to be
delivered today, June 5, 2008 before 1pm. It sat in my Outbox until 2:30pm
when I opened it up and manually sent it. My Outlook has remained opened
just minimized. Why would this happen. Is this an Exchange Server issue?

Any direction would be appreciated.

Were there any mail polls during that waiting period? Outlook will
send (if running) in the next mail poll after the specified time.

You mention Exchange but never said that you actually use Exchange or
not.
