Delegate permission not saving-otlook 2000

Greetings all

I have one user who cannot delegate anyone else to his folders, nor can he
change the permissions of his currenlt delgate. Whenever I add someone and
hit apply or ok everthing seems to be fine but if I check the permissions it
remains as none. Any ideas will be greatly appreciated.
