Delegate Permissions Grayed out in Outlook 2003

When I go to Tools > Options >Delegates > and I add a
delegate successfully the permission button is grayed
out. Anyone have a tip on how to get around this. I am
using Outlook 2003 Beta with the latest technical refresh?
