Delegate should be only one receiving meeting requests and respons

We are using Oultook 2007. The delegates have been setup using the Tools |
Options| Delegate tab with the following settings:

Editor Rights on Calendar
None on all others.
Deliver Meeting Requests send to me and Responses where I am the Meeting
Organizer is set to My Delegate Only.

The issue is that the Organizer is still receiving all requests and
responses...any ideas?
