Delete Empty Rows & Columns

In Excel 2003, is there a way to delete the empty rows & columns from a
worksheet or specify how many rows & columns you want a worksheet to have?
Its been a while since I've used Excel & I can't seem to find this setting.
Detele & Hide didn't do what I want. Here is an Example I want a sheet that
only has 4 columns & 30 rows, can this be done?

Hi
the only thing you can do is hide the columns/rows. An Excel sheet
alsways consists of 256 columns x 65536 rows
