delete pictures in micro soft pictures

My computer came with "Micro Soft Picture Manager". I have never used it
however I discovered that pics I click on downloads those pics into the Pic
manager. Two items I want to correct, delete all these pics/downloads and not
allow pics to be downloaded unless I allow! If I go into the pic the delete
option is not allowed. It is there but not functioning! Keith
