Compressing a file to use online

When I open a pic in picture manager, the original file size is like
1.5mb...I want to compress to like 100kb...when I go to edit pic, I can't
make any changes like adjusting the brightness for example...The slider just
resets itself to the center position even after I move it to the left or
right...I am most interested in compression though...when I change the
compression to like email, which is like 50kb size and then I click "ok" it
doesn't do anything...I'm not sure if I working with it correctly or if the
program won't let me edit anything, which is strange...my office 2003
professional edition otherwise works ok with word, excel etc...

Any advice or help would be greatly appreciated...

Thanks...

Not sure about your editing problem with Picture Manager.

For compression suggest you use the Export function and choose from the drop
down list the size you want and then save to a different file name else you
will overwrite your origninal.
