Deleted folders in users mailbox come back

I have some users that have created there own folders in
outlook. Now they want them deleted. We deleted them
during the day and then the next day when they come back,
the folders are back in their outlook. These are not
public folders they are just folders they created under
their exchange mailbox that they needed for awhile and
now they want them gone. I have tried deleting and
creating their exchange mailbox. I have also tried to
create a new profile to see if that would work. I have
also done a search for *.ost files and there are none.

We are using Outlook 2000.
