Deleted Items - Cannot delete all at once

We are running Exchange 2003 and Outlook 2003, if there
are more than a few hundred items in the Deleted Items
folder the user cannot delete all of them at once.
Could be our exchange server is processing to many
requests? 100 users, 6 sites, all connect via VPN.
