Set up a schedule under Tools in the Menu bar. There is a default Empty
Deleted Items schedule....select "on quit."

You can do this under Tools --> Schedules...

If necessary, create a new "Empty Deleted Items on Quit" schedule. "On
Quit" have it "Delete Mail" from one or more of your accounts.
