Where are you "seeing" this? The server would likely be the point of
"issue".

You can't - delivery receipts are the product of your mail server. If using an ISP that supports delivery receipts, your account will always deliver one. Only if you have your own mail server or if your ISP mail server does not support delivery receipts will one not be sent.

When I "resend this message" rather than forwarding the check appears in

Don't request it(if that is what you mean), and you won't get one from
the server that is handling the recipient's e-mail. Of course if the
server doesn't issue them, you won't get one even if you did request it.
