Deploying a project from VSTO 2008 using a setupproject that is created from
the outlook-2003-addin VS2008 template.
There are some addtionel steps regarding security thats need to be handled
that the setupproject does not native support. Therefore I follow the
description using of a SetSecurity project in this artivle

When trying to execute the setup.exe that is output from the setup project I
get the following error:
Error 1001. Exception occurred while initializing the installation:
System.IO.FileNotFoundException: Could not load file or assembly
'file://c:\windows\system32\files\GBS\AxOutlook2003\SetSecurity.dll' or one
of its dependencies. The system cannot find the file specified.
