design view button (report) is grayed out

I want to edit a report but the design view button is grayed out. What do I
need to do to make the design view available for editing? Thanks,

That would ordinarily mean that the file has user level security enabled and you
do not have sifficient permissions or that the file that you have is an MDE file
rather that an MDB. Forms, Reports, and Modules are not editable in an MDE.
