Desktop Alert does not work with IMAP (2003)

Is there anyway to get Desktop Alerts to work with an IMAP server on Outlook
2003?

Currently when mail is received there is no Desktop Alert displayed or
sound.

Can you create a rule that processes the IMAP messages and add the alert
action to that?
