Hi Rlman,

If you're talking about within one of the Office 2007 apps
you'd need to use an add-in such as http://toggletoolbar.com to have floating toolbars.

If you're talking about the Windows desktop, the Microsoft Office Shortcut Bar was discontinued after Office XP(2002). You can
right click on the Windows Taskbar and choose Toolbars=>New Toolbar
as one method to have a collection of shortcuts you can put on the side of the screen.
