Desperate help needed about comments

I am working on a document and making comment in Word 2002. Word used
to highlight commented text and show the comment in a tooltip. Now, it
encloses the commented text in a tiny, almost invisible set of brackets
and puts the text in a balloon in the margin. I personanly don't work
in page layout mode so the balloons are not visible. According to the
help file, if I "hide balloons" word reverts back to tooltip comments
(but does not discuss the brackets versus highlighting). Mine isn't
doing squat. When I turn off the balloons, the comments disappear.

HELP!

Tools | Oprions | Track Changes

You can select there to never use baloons and you can also select the
color of your comments. If this doesn't help you please post back and
we'll try something different.

Nope...that section appears to only allow you to pick how to display
changes...not comments (At least in my version)
