Detect Languages Automatically in Office 2000

First, if I have posted this here in error please let me know where it
should go.

I am having a problem with this feature, for some reason the check-box is
grayed out and I can't seem to get this enabled. Here is what I have tried
so far:

Unless I installed all locally, I followed MS's instructions on how to
enable proofing for Spainish.

- Installed Office 2000 from Admin install point with custom MST on a
Windows 2000 and XP system (Network Policy applied)
- Installed Office 2000 from Admin install point installing all locally on a
Windows 2000 and XP system (Network Policy applied)
- Installed Office 2000 from CD (all locally) on a Windows 2000 and XP
system (Network Policy applied)
- Installed office 2000 from CD (Standard install with Proofing tools and
Spainish proofing tools) on a Windows 2000 system that was never connected
to the network.

Am I missing something? Can someone point me to the information that I need
to get this working. I don't have this problem with Office XP just 2000.
