Detecting Shift key when form is opened

What is the best way to tell if the Shift key is held down when a form is
opened? The form is being opened from a toolbar. I don't want to react to
the Shift key's being pressed after the form is opened. I only want to react
if the Shift key was being held down when the toolbar option was clicked.

Also, is there a way to do this for reports?
