Determining Proficiency

Does anyone have a tool used to determine staff competency for MS Office? I
need to come up with a "scorecard" for general Office proficiency for
co-workers in order to focus our immediate training needs and I am not sure
how to begin.

There is a Microsoft Office Specialist (MOS) certification program:

They offer a sample certification exam that some find useful for such
assessment:
