I believe that if one has a pre-07 mdb file; open and alter using 07; that
one runs the risk that such alterations may require references that pre-07
users will not have. True?

I believe that would depend on whether the changes you made involved tools
ONLY available in '07, and whether you saved as the original format or
"migrated" to '07.

Yes, pre-'07 Access can't read Access '07 files.

I think so. I develop in Access 2007 with Vista, but if I'm distributing to
users with Access 2003, I first open the mdb in Access 2003 on a WinXP
virtual machine and reset the references. That's the copy I distribute.
Access 2007 users will have references updated automatically. I think it's
safest to do the final setup on the oldest Access and OS versions.
