Developed database won't install on windows 98 pc

I have developed an Access database and deployed it with the Package wizard
including Access 2003 runtime. It installs and runs fine on XP and 200 but it
won't even install on 98se. I get the message 'The specified program requires
a newer version of Windows'. Something I missed in the Package Loader?

No, the message means exactly what it says, the program (Access 2003,
runtime or retail) requires Windows 2000 or later. Access 2002 was the last
version of Access to support Windows 98.

Am I able to get the Access 2002 Runtime and distribute it with my
database?

You would need Office 2002 Developer Edition. I doubt Microsoft still sell
it, but I would imagine it is probably still available if you shop around.
