Why my modem (dial up modem) cannot dial a fax number? Can someone please
guide me how to configure my modem to works with fax

Perhaps you have no fax software installed?
Usually with fax software you 'print' to the fax printer/driver which in
turn brings up a dialogue in which you enter the fax number
