Dial up connection

Hi

Upgraded to Windows XP from Windows 98 and started to use
MS Outlook 2002 after using Outlook Express. How can I
get the "Dial up Connection Box" up when I want to send
or receive emails. Tried clicking on "send and receive"
without any success. The only way i can get the box to
appear is to click on internet!

Would be grateful for some assistance please.

from O2000!)
