dialing rules in outlook

we are trying to get outlook to do a "9," for every new
contact so we dont have to manually put it in to fax out.
We are using Faxmaker for our fax server. Any tips would
help thanks

We don't have any information on third party software. Microsoft's fax
services all require international format for fax numbers if dialing rules
are to be followed.
