Dialog Box Does Not Open on XP

I'm having the problem described in:
WD2002: Dialog Box Does Not Open After You Start Word from
Quick Launch Taskbar.

With Word 2000 on XP Pro.
Is there any fix for this? The listed article only
addresses word XP and word 2002.

The other culprit for this issue is Norton AV. In Norton go to Options
and in the Miscellaneous section turn off "Enable Office Plug-in".
