I'm using XP and just installed Office 2007 Ultimate and got SP2. After
installation I found my Outlook Express had started spell checking using the
French dictionary. Word is using US English as it should. To make things
more difficult, Outlook Express offers only the French dictionary using the
tools/options/spell tab. Has somebody got an idea?

Might I suggest you use Outlook instead, it was designed to work with
the spell checker in Word 2007. On the other hand, Outlook Express
wasn't, hence the problem.
