difference in behaviour between IMO and CW (or with and without exchange)

I have users who had used PST's with Internet e-mail for ages. We finally
installed Exchange 2000 and switched from PST's to mailboxes. The complaint
that I am getting is that if the user has more than one smtp e-mail and they
send an e-mail to one of these addresses from the other in order to use the
BCC to a group of people (keeping the BCC list from being able to see who
else is receiving the e-mail without having to send separate e-mails).

Before the mail would go out something like:

To: (e-mail address removed)
From: (e-mail address removed)
BCC: (e-mail address removed), (e-mail address removed), (e-mail address removed)
Subject: recommendation for procurement for next season cleanup crew


This would go out without any problem. The purpose of it was to have a name
in the "TO:" field, that is different from the "From:" field. One of the
SPAM tricks is to have the "From:" and "To:" fields be the same name and
several anti-spam programs will intercept the message if the from and to
field are the same and not allow the message to be delivered to the desired
BCC recipient.

Now, when the message is sent, it says:

To: Bob Smith
From: Bob Smith
BCC: ...

Note that in AD, Bob Smith has both smtp e-mail addresses assigned to his
account.

Is there any to prevent Outlook/exchange from making this substitution?
