in the same row in a table how do you get one cell at a different height to the rest of the cells in the same row?

You don't. But you can create multiple rows and merge cells to create cells
of varying height (but ultimately all merged cells will share a top or
bottom border with adjacent cells.

Answer:

The only suggestion I have is to merge the top cell with
the cell in question to give the effect of different row
height. Based on my experience, even if you change
top/bottom margin in one cell, it affects all cells in the
entire row; and if you change before/after spacing, it
affects every cell in the entire row. The only way out
here is to merge two or three cells. Good luck.
