For some inane reason, this newbie here cannot seem to get the headers to be
different in spite of the use of section breaks! I need to use different
headers for the different sections but when I change a header in one section,
it changes thoughout the entire publication!! Can anyone help please??!!!

Section breaks don't control headers. Headers are controlled by the
applied Master Page. Look up Master Pages in Help if you're still uncertain.

Well if the poster is using a template, if he/she inserted pages, when a change
is made in the header or in this scenario, letterhead, every text box will
change too.

Only if synchronisation is enabled, surely? And if synchronisation is
enabled, then the option to turn it off should be available...
