Different language in Office

I have a user who is visiting from Japan for 4 months. He is trying to use
one of our computers with Office 2000, Outlook 2003 and XP Pro SP2. Is there
any way to change the language from American to Japanese. I've done this
with the Chinese language but when you go into regional settings, Japan is
not listed.
