Different margins for different pages

When creating protected templates in MSWord with form fields which the user
can type in text of which the lenght varies, I want different margins for
different pages without using section breaks. If you insert a section break
it moves when you insert the text and the margin move with the section break.
e.g. Page 1 is a company letterhead where the text typed on the page must be
atleast 4.5cm from the bottom of the page. From page 2 onwards the text must
only be 2.5cm from the bottom of the page. How do I achieve this?

My solution was to insert a text box with a 4.5cm height in the first page
footer showing no lines.
Surely there must be another way to do this?

To just increase the bottom margin on the first page, you don't really need
the text box. Just increase the space before the paragraph (which can be
empty) in the First Page Footer so that it forces the text in the body of
the document to break to a new page at the desired position from the bottom
of the page.
