Different platforms and IRM

There's a documentation at microsoft.com about Irm but i want to get detailed
information about the technology. Ä°s it possible to write programs using Irm
at different platforms such as Java ? Can someone inform me why it is
possible or not ? A documentation with the reasons will be very useful for me.
