Disable Adding or Deleting Rows and Columns

Is there a way to disable a user from adding or deleting rows and columns but
still be able to enter information and run macros?

You can put a value in cell IV65536 to prevent the user
from adding rows or columns. Deleting would require some
VBA. MVP John Walkenbach has some here using "undo":
