Disable Cached Mode in Outlook 2003

I would like to permanently disable the Exchange "cached mode" (option would
not be checked) for any user who sits at a computer and creates a profile.

I used the Custom Installation Wizard and "Disabled OST" in the Exchange
server configuration, but the checkbox is still checked when a new user sits
down and creates a profile.

I cannot use Group Policies because I do not have a Microsoft network.

I would like to know the REGISTRY SETTING to do this.
