What are the steps to disable copy / paste in any MS office 2007 document
that has been password protected?

I don't believe that copy/paste access can be blocked using the standard
(non-IRM) password protection.

If you have the Ultimate or Enterprise versions of Office 2007, copy/paste
protection is done using IRM (Information Rights Managment), using the
Permissions feature. Passwords aren't assigned to the document per se, but
rather exist on the user end when a qualified user logs in.

Click the Office button - Prepare, and if you have the Restrict Permission
option, then you can do it. Choose Restrict Permission - Restricted Access -
tick Restrict permission to this document, designate which users have Read
and Change permissions, and click More Options. Note the "Allow users with
read access to copy content" choice. If this options is not ticked, then
users with Read permission will not be able to copy content from the
document.
