Disable ctrl+click

How can I disable the "Use ctrl+click to follow a hyperlink" popup in the
design screen of FrontPage 2003? I've searched absolutely everywhere.

You can't and why would you want to, since it is only available to FP users while working on the
site in FP

I don't want to disable the function, just the pop up notification, because
it is extremely annoying.
