Disable HTML send and Receive? IS it possible?

How can I disable sending and recieving HTML email in ol2003? I need to completely disable HTML mail domain wide... Is this done by GPO?
We tried it in OL2000, and we could not get it to work reliably... Thanks!

Domain wide? Configure it on the Exchange server instead of on the clients
then.

What do you mean by "disable HTML mail"? Do you want all mail in HTML format to be prevented from reaching users or being sent by users? Or do you want all mail in HTML format to be converted to plain text format?
