Disable locks on text in text block tool?

I am trying to rotate text. Help says to use the text block tool but when I
click on the text instead of the green circles shown in the help the corners
are marked with little icons that look like locks and the text will move but
will not rotate. What are these locks and how can they be disabled. I
searched the help but could find no reference to these icons.
