Disable Macros in Outlook 2000

Please, someone, anyone!

I reinstalled my Office 2000 in an attempt to fix an error
archiving the journal (this worked, btw), and at the next
web browse I attempted to use a "mailto" link and I was
prompted to either enable or disable Macros in my Outlook.

Thinking this was something specific to the webpage I was
viewing, and perhaps one of those short scripts that
includes a topic for you in the subject line, I accepted
the macro. It was not connected to the website in any way
that anyone at the ISP can detect.

I now have this macro installed in my Outlook that
*disables the formatting toolbar!* You can imagine my
frustration. When I write any new letter in Outlook,
prompted by a mailto link, or created directly in Outlook,
or even in response to incomming mail, my formatting
toolbar is disabled (grey'd out).

Does anyone have a clue how to remove this "feature"?

I clicked Macros from the drop down menu in Outlook's
primary client, but there is nothing "installed"
to "uninstall".

Is there a way to disable all macros?

Is there a specific place where Macros are stored?

What is the best way to remove this Macro?

I have tried "updating" my software. I have tried
reinstalling from the CD.
