disable menu thru group policy

How do I stop users from accessing or changing mail account settings and
toolbar customization by using group policy??
By using group policy on a Windows 2003 server machine.
Users login by rdp.

What is CONTROL Id Code for mail account settings menu item in order to
disable it ?
i have outlk11.adm for outlook 2003 but i dont know Control IDs for item
menus.

ID for Tools, mail account settings menu item is 6863.
