Disable Mouse Wheel?

Is there a way to make the mouse wheel inactive for a particular form to
prevent the user from accidentally moving to the next, or new, record on a
form?

Oops... I now see that there are a boatload of posts on the mouse wheel
problem. Sorry for asking... but why doesn't Microsoft just make life easier
for us and build in the property?

In 2007 they changed it so the mouse wheel no longer navigates forms.
